ULAs are designed for local communication within a site or between a limited number of sites without having to globally coordinate with the internet. They are not supposed to be routable on the global internet, ensuring a level of privacy and security. The use of ULAs can be beneficial for networking scenarios where globally unique addressing is not required, such as in-home networks or internally within organizations.
The FD00::/8 block is the most commonly used for ULAs, where the addresses are generated pseudo-randomly to ensure a high probability of uniqueness. FC00::/8 was initially intended for centrally assigned ULAs, but this has not been formalized or implemented.
